I think it would be much more effective, then, if they pbutted the law so it reads:
"It is a crime to enter a car while in possession of the car keys while drunk".
Then everyone would understand that they couldn't even get in to sleep. Does the legislature think that the public would think that this was too big of a crock, and people would vote them out of office if they did it that way, so that they have to sneak around with the fine-edged meaning of words to get done what they want to do?
That might even cover this situation (although I'd still expect a break from the cop due to it being an emergency situation to clear the road at night) since the keys would have to have been in the ignition to keep the steering lock from operating.
The way they're doing it now sure is a crock - even I didn't understand it, and I'm supposedly educated. Back about 20 years ago I had a little too much at a Pizza Hut during a party - in the daytime - so just got in the car and hung out there - read a book and listened to the radio if I recall correctly. After I started moving without noticable effect, I drove home. It was probably OK - I think the limit was 0.20 at that time. But now, it wouldn't be.
I wonder where the poor damn drunk is supposed to hang out while his liver and kidneys do their things and make him sober again? I guess he should bring an air mattress for sleeping under the car, and buy a Jeep so he can actually get under it...
