Come on now. If a vehicle is illegally parked along the side of the road, it isn't running, yet it still gets a parking ticket(hopefully). Just because the engine is off for whatever reason, it is still a vehicle. When the engine died, did it cease to be registered? It's vehicle, and will stay a vehicle until it is junked. If the state is PA, then even a tailer (which is not self propeled), is considered a vehicle. It seems to include everything but wheel chairs in this definition. Lack of judgement seems to be a common sympton of drinking.
Consider it part of the entertainment expense.
Dave, you seem to have good judgement in the choices you make when it comes to drinking. Why don't you expect the same from others? It goes back to making choices and accepting personal responsibility for those choices.
In this day and age where DUI is such a widely publicized "problem", I can't imagine that anybody doesn't know that our society is harsh on DUI's. It seems that the voting public want this. I didn't hear anything about voting out of office the state legislators that enacted tough DUI laws. Here in PA we're upset about the pay raise they voted them selves, but everbody seems to like the tough laws.
