Are you nuts? That is a big $$$ outlay too for a locksmith service call to get the keys back.
Look, this is a complete ambush of a person with no criminal intent, that decides to do the right thing and sleep until he or she is fit to drive. I have a huge problem with punishing people who are doing the right thing, and no, the LAW does NOT define the right thing - the right thing is doing the thing that results in the no danger to the public, or the least dangerous thing if some danger is unavoidable.
These two women's car was stopped in the road. That was a huge danger to the next car coming down the road. They did the right thing in removing the car from the road. That anyone wants to punish them for that is just chickeneyed.
Its a huge problem, not only to pay for the locksmith, but to maybe have to wait on him to arrive, maybe not be able to get one when you need one (before noon, the next day, when you have to be at work at 9:00 AM, etc.
Again, "The law is an butt..."
Sleeping in a parked car is not a dangerous act. There should be no law against it, period, no matter whether the person is drunk or not, whether the keys are available to them or not. If the state wants to arrest someone for DUI, then they should have to catch them actually driving while drunk. This is a nutty twisting of common sense that results in the punishment of innocent people. It confirms, too, that the atbreastude of the cops is, "Everyone deserves punishment for something, unless of course you're another cop, then we're going to ignore the stuff you really deserve punishment for. Its just your turn - shut up and go to jail." Well, f--- that.
