No, an *accident* stems from the actions of the driver, he doesn't will the cliff into existence
Danger does not materialise at the moment of an accident. A road has hazards-dangers. A driver negotiates them either well or badly If he does badly, makes a mistake and has an accident which results going over the cliff, the consequences will be worse because of the objective danger of the cliff. A risk buttessment of the road would find it dangerous because of the existence of the cliff and its potential danger.
If you walk along the edge of a cliff, the danger of a fall does not spring into existence at the moment of a trip, its there all the time.
