There are too many variables to be perfect, but outside of acts of god, each driver can foresee many hazzards using the available clues. Many of these clues are ignored and put down to the mistake of someone else.
This is another example of a driver pbutting over responsibilty to others. An accident will nearly always take two drivers - one to make a mistake and another to fail to anticipate it.
An "overly-slow driver" is just one of many hazzards that need to be anticipated. One may feel another is going too slow, but it is very wrong to say such a driver is the cause of any collision. I can think of many reasons why a driver may be going "overly-slow" and I drive buttuming I may meet one.
A driver that doesn't allow for meeting unexpected hazzards will also fail many tests - certainly the RoADA and IAM advanced tests.

Well, you have to drive at a speed so you can stop in the distance you can see to be clear. If that speed was slower than the lorries in lane one, then that is the speed you should have chosen - a faster speed is asking for trouble.
