Right - leaving a space so a waiting left-turner can do it. It's when the person ahead of you comes to a stop to let the left-turner turn - hey, if nobody is behind you, go for it. But if you're holding up traffic, get your butt in gear.
'Round these parts, we get all kinds of "courtesy" from people letting folks go by stopping in the lane, when there is no traffic control device requiring them to. I hold down on the horn too - because my time is valuable, even if their's isn't.
Once, a woman (lady-driven) stops in the middle of the street to let someone out from a side-road stop sign. Of course, the stopped person couldn't fathom the use of the turn lane, so they had to wait for the OTHER side to clear as well. I leaned on the horn after about 15 seconds. In the rear seat, in a car seat, some little kid flipped me off.
I was laughing so hard after that my diaphram hurt.
But still - DON'T STOP IN THE MIDDLE OF THE DAMN ROAD, YOU STUPID TOOL (unpleasant woman)!
