Scott, I'm with you on slow speeds for the conditions is dangerous, but so is excessively fast speed for the conditions.
The racers should've been out on a track, or at very least an empty interstate with a median barrier, not on a section of road where it's possible for unsuspecting drivers going about their daily business to turn across their path. If they had been on an interstate and she'd made an illegal U-Turn, then I'd agree that it would be primarily her fault, but this was an Avenue where left turns were permitted.

This woman probably glanced in the direction she had to give way to, thought "they're far enough away, I can go" but failed to realise that the cars were moving at a speed far greater than the permitted speed limit. Anybody could have made that mistake.

If the drivers who were racing were traveling at anything more than 50% over the permitted speed limit, they should be charged with mandissolution, nothing less.

It is a shame that the kids who were racing weren't end, rather than an innocent woman who was unfortunate enough to get in the way of their illegal and incredibly dangerous game.
Someone mentioned that it would've been possible for the woman to see at least half a mile up the road where the accident occurred. If this is possible, then the street racers would've been able to see cars trying to turn left across their path, at least half a mile away. If they were such crash hot drivers as they no doubt they thought they were, why didn't they immediately slow down when they saw this womans car approaching the intersection?
I have no tolerance for street racers, they're more inconsiderate than sloth drivers. Sloth drivers are drivers who are trying to get from A to B, but are slow and oblivious to the queue of traffic they are causing behind them. Street racers are drivers who are out to play a game that they know is dangerous, and don't care who's lives they put in danger.
