It is not a quantum leap from working to defective (except in the case of sever damage). They deteriorate over time and there will be a point where they are working, but as efficiently as they should be yet are not quite "defective". THAT is the point at which they should be changed.
It should be an endorable offence if they are left to the point that they are defective. i.e. Not doing the job that they are intended to do. i.e. Clearing water and dirt from the windscreen.
Some of the wipers I have seen on cars consbreastute a banning offence let alone an endorsement.
It depends how long it has been out. People who don't check that their lamps are working and change blown bulbs in good time SHOULD have their licences endorsed. It shows a pee-poor atbreastude to their driving and it's probably better they're not on the road.
Same applies to people who run on under inflated tyres because they don't check the pressures regularly and are too stupid to feel that the car is behaving differently.
I fear for the future when people are penalised for exceeding an arbitary number on a pole yet drivers who display total apathy to the safety of themselves and others are allowed to get away scott free.
