Not enough. Let's say you were to mow down a pedestrian on your bike and then flee the scene. Since you have no license plates on your bike, how are the police going to find you? If you run a red light, where will they mail the citation from the RLC?
Where do you display them on your car? All the law says is that you must display two of them, one front and one rear; how you mount them is up to you.
Would such a lame excuse work on the cop who is writing tou a ticket for not displaying valid license plates on your car? So why are you trying it on me??
Same way licensing of any other vehicle driver works.
If they want to ride on the street, sure. If they are "off-road only" (i.e. they ride ONLY on bike paths) then one could make a case for not requiring licensing, at least until they reach "driving" age or something. But in general, if they are going to be operating a vehicle on public roads, they should be licensed just like every other driver.
