the onus is on both but more so on the driver. The pedestrian still has some onus. People who think otherwise are putting themselves and others in danger for no good reason.
Cars, bikes, trucks pedestrians all have to integrate for society to function. That means in some places one being subservient to the others depending on the place and its function. Hence why people can't take a stroll on a motorway, hence why so many town centers are car free. Its not one or the other its a balance which, while it should favor pedestrians, is not a black and white as you think.
