Ok..... let's go back to the basics. Working off of the concept that as speed increases, the amount of damage and injury from a sudden stop increases. Now, from that we know that 10mph is less safe than 5mph, 15 is less safe than 10, etc... Obviously we can't post our limits that low because no one would ever get anywhere. We have to factor in many things from road conditions, drivers' abilities, and so on and come to a happy medium at some point. Obviously some people can drive safely at 100, while some shouldn't even be backing out of their driveway. Laws change based on what the peoples' representatives are told to do so speed limits are going to change now and then. Your premise is correct, but you have to consider all of the variables, not just how fast some people want to drive. Until they make it harder for bad drivers to drive, we have to suffer (as Brent would say 'dumb down' the limit) so that everyone can share the road.
