It includes all that, but its just the tip of the iceberg. How good are you at recovering from a slide? How good (and correct) are your emergency maneuvers if a piece of furniture falls off a truck in front of you? If a cow is standing in your lane as you come around a corner? What if the cow doesn't give a cow-pie whether you're text messaging at the instant she walks into your lane, or if the furniture falls off the truck while you're dialing? Have you ever practiced emergency maneuvers on an empty sports arena lot or taken your car to a local autocross day to find the boundaries?
IOW, can you DRIVE, or do you just turn the key and it goes under ideal conditions?
FWIW- I'm not NEARLY as good as I'd like to be, nor as good as some people I know. But I don't suck, and I know my cars. I've successfully avoided a recliner falling off a truck in front of me at highway speed without losing control, backing it into the jersey barrier, or smashing a car in the lane next to me. I use a cell phone, but avoid it while driving.
