There is no stupidity in going through a deserted junction without stopping, if you can be 100% certain that there is nothing coming in all other directions, on a bicycle, or any other vehicle, no matter the colour of lights on sticks, as in this case, there is no possibility of an accident or inconvenience to anyone.
A system (of law) which is (presumably) intended to achieve the safety and convenience of all involved is not credible if it claims to be successful by targeting the easily targeted, rather than targeting behaviour which is actually likely to be unsafe, or cause anyone any kind of inconvenience, whether inside or outside of the law. These discrepancies show where the law is incorrect and needs changing, not where people should be prosecuted without any intelligent thought.
It wouldn't surprise me if the same cop who reported the cyclist red light incident, was also aware of regular boy racing activities around the town, way in excess of the kind of activities targeted by "safety" partnerships, but incapable or unconfident about confronting it.
It is totally ridiculous to prosecute a cyclist for going through a red light when the roads are deserted.
