The driver is covered. Normally on a specific vehicle, but you can also get fleet policies. Also you can have multiple drivers named to drive your vehicles.
Normal domestic insurers (non business) will require seperate policies for each vehicle anyway. Unless you have a private collection of clbuttics or special vehicles in which case you may be able to arrange special cover for the fleet as private vehicles but with limited mileage on them.
