SS still has a trillion-dollar surplus. Perhaps you haven't read it. Yes, in 2018 SS will start cashing in some bonds, much like people will cash in their retirement accounts when they retire. Yes, by 2041 SS will be paying out more than it takes in, but there are simple fixes: Eliminate the cap on earnings subject to SS, for one. Change the way cost of living increases are indexed, for another. Raise the retirement age. Raise the contribution (all it would take is an extra 1%). None require dismantling the program.
I know it does not say there will be no SS.

There are no plans. But Bush's wouldn't do anything for SS solvency (which he admits) and would require borrowing several trillion dollars.
Why hasn't the party that controls the government? Then the minority party can make a counterproposal. That's the way it usually works.
