This happened to me the other day. A section of road that had always been 40mph was changed to 30mph overnight. The first time I went through it, at night, the 40mph signs had been removed. I didn't notice (they're at a junction, so you've got other things to look at than notice if signs have been removed). The speed camera was about 50m beyond where the signs used to be and has been there for years.

My first reaction when it flashed was "that camera isn't properly calibrated then". It was only after a further few 100m that I realised that all the repeater signs had disappeared overnight. Coming from the other direction, the new speed limit was obvious, as there are new 30mph signs and the speed limit is painted on the road surface. However, because approaching from the other end the speed limit doesn't now change, it is the absence of signage that must be noticed, which is much more difficult.
That was 18 days ago and no NIP. It flashed twice. I was doing about 35-36 in what I thought to be a 40mph zone. The speed camera was so close after the removed signs that I luckily hadn't had time to accelerate all the way to 40mph from 30mph, even at full throttle.
