Like others, I too have this problem. I live on a fairly quiet road, but...

It is probably the case that the majority of people who drive round with their REAR fog lights on unnecessarily are not aware of the fact they are doing so. Even though there's a warning light on the dash, it could be mistaken for a normal "lights are on" indication, if you are not aware that an orange light is a warning of some sort, and the symbol used actually means "rear fog lights". On some cars, the warning light isn't even visible (it was on the original mini Metro, where the light & switch were down by your knees and easily missed).

What it needs is more intelligent switches. I drive a VW Pbuttat (probably the same on all other VWs and Audis), where the light switch is a rotary switch, and you pull it out for the rear fogs. You can only do so when the switch is in the headlights on position, and as soon as you turn the switch to sidelights or off, the switch is forced back in and the fog lights go off. That way, you can only accidentally leave the fog lights on for the duration of one journey, and not indefinitely.
