No it isn't. There are two distinctly separate, marked lanes at roadworks. Until one of them is actually coned off, they are BOTH OPEN.

Wrong analogy again. There would generally be 3 queues (or one queue to 3 points) I would go to the ATM with the shortest queue or the single queue. There are no markings to indicate that there ARE multiple lanes.
If people have already started to form a single queue when there are TWO LANES clearly marked and OPEN then they are stupid and I have no intention of sheeping along behind them. If you wish to do so then good luck to you; Just don't try to force YOUR idea of what's right on others.
