No it's not! If every driver in lane 1 closes up on the vehicle ahead, so as not to allow any drivers in from lane 2 - then lane 2 comes to a halt - and lane 1 moves faster toward point 'A'. This is not a wise or correct thing to do - but it is a fact and is what many drivers in lane 1 try to achieve! Their reasoning is: "I joined the queue way back. I've waited my turn to reach the restriction and now this queue jumping b*****d is trying to get in ahead of me. I'll teach him!"

What I'm arguing is this: Zip merging immediately prior to the restriction is the best way. The best way does *not* happen however. Many drivers are reluctant to proceed along lane 2 because they *know* they will have trouble merging. Because of this knowledge they get into lane 1 very early and hence a long queue builds up in Lane 1. Because of this, any drivers proceeding along past this long queue are viewed as queue jumpers. Once this situation has developed (and it always does!) then allowing those 'queue jumpers' to merge, causes delay for those who have got into the long queue early.
