I have already made clear that I agree 100% that orderly zip-merging just prior to the obstruction is clearly the best method. In a way I am being Devil's Advocate here. The fact of the matter is that motorists being motorists - it just does not happen that way! There's little point in saying, "This is the best method", if only a tiny minority of drivers will actually adhere to that method is there? The fact is, as I have already stated, most drivers on the approach to a lane reduction will *know* that if they go into lane 2 they will have trouble getting back into lane 1 at the obstruction. Because they know this, they don't do it - they get into lane 1 early. Because of this early movement into lane 1, a queue builds up. Because a queue has built up, any driver who has the 'nerve' to drive past the long slow-moving queue is regarded by those patiently waiting to reach the restriction as a queue jumper. This *is* what happens! By using the terms I did, I am merely reflecting the state of mind of drivers in lane 1 who do indeed consider that these queue jumpers are trying to 'barge in' ahead of them.
