Signals only work where both the sender and the recipient know what the signal means. Unless the sender happens to know the recipient personally and they have a pre-arranged code for signalling then the only thing that is common to all (yes, yes I know... but let's accept that it's all ok?) is the HC. Signals are defined and their meaning given. That way everyone knows what they mean and there is no confusion. Without it there would be chaos.
It's not about mere compliance with HC, it's about removing ambiguity and buttociated potential accidents. I am fervently in favour of people using their brain and signalling properly rather than simply buttuming that the recipient of their headlamp flash will be correctly interpreted. The fact that they get indignant (like the OP) when the recipient does precisely what they are supposed to do in the absence telepathy indicated to me that they are a moron and should be treated as such. The more that people treat it as an invitation to proceed rather than a warning of approach the more likely that one day it will cost someone their life. It's wrong, you know it's wrong, yet you defend those that do it rather than condemn them. You're an odd one.
