I'm a high yearly mileage driver with many years experience of driving and riding a variety of vehicles. Whilst I am well aware of the HC's described meaning of a flash of the headlights, I am also aware that I plus almost everyone else on the road do use them for signalling both purposes.
I flash vehicles out waiting in side turnings, I flash HGV's to indicate that I have given them approval to pull out to overtake on motorways, I flash them when they have overtaken me clear to pull back in. I flash police cars, ambulances, fire engines to confirm I am giving them priority. I also flash police traffic cars for the same reasons and equally they also flash me to give me priority.
I don't see any problem, providing the intended meaning of the flash is obvious. Obvious as in you are slowing down, perhaps pulling out of their way, looking directly at them also perhaps confirming the flash intended meaning of the falsh with suitable hand signals.
When there can be any room for doubt as to the meaning of the flash, then it should of course always be buttumed to be warning. Also never use a flash to invite priority where more than one vehicle driver might buttume the flash were for them.
