It has to be that the speed limit was incorrectly signed. The camera warnings have no legal status, other than the requirement that a warning must be present if the scamera partnership wishes to draw off some of the fines as income.

Since the fine in question was a fixed penalty, the woman can hardly have been putting the lives of the road crew in danger. I work on motorways and trunk roads from time to time, and I despise anyone who speeds through roadworks, putting the lives of my colleagues at risk. However since this was intended to be a 40 limit and she got an FPN her speed must have been no more than about 50, that's not so high as to indicate homcidal stupidity on her part. And the signoing should be correct otherwise it has no legal status.

This isn't someone wriggling out of paying a fine they should have paid, it's a complete and utter chicken-up on the part of the contractors and the scamera partnership. The latter are obviously trying to divert attention from their failure to comply with the law by attempting to blame an innocent party.
