Yep, it's *perfectly* OK to lose control and end up on the pavement heading for people and solid stationary objects - as long as you're doing 29mph at the time...
Actually, the whole thing reeks of "bollocks" to me - if the guy (who, incidentally, is obviously complete pondlife for not stopping) managed to run the dog over on the pavement and narrowly miss the sprogs - how come they missed the parked car that they were apparently unloading the shopping from?
Could it be that the dog was in the middle of the road?
