Tickets don't make people pay attention all the time though. That's the real problem.
I witnessed two accidents today, and both were caused by not paying attention to your surroundings and nothing more.
One invoved someone merging into another car. It doesn't work. You have to know there's a car next to you, speed does not change this. At 65mph or 85mph, this was going to result in crunching metal. (The good news is the moron was safely deposited in the center divider, and the older Caprice that was cut off had minor scratches, from what I saw.)
The other involved a DAB not stopping for a red light. Or the other six cars that had stopped before her. At a good speed this can make a good chain reaction, espescially when a Prius is the first car hit. The DAB's cell phone cracked her windshield.
The officers who responded laughed when I pointed this out, and laughed harder when he noticed he could see where the antenna hit. The funniest part was seeing the DAB panic after the accident - until she had her phone safely plastered to her ear again.

This was going to be a different post, but I'd suspend both the offending driver's licenses for stupidity, lack of awareness, and being a danger to the rest of California's population.
In both cases, speed limits, red light cameras, pink license plates, or anything else wouldn't have prevent them. The problem here is that the laws currently on the books are not effective at stopping dumbbuttery.
