It is not some slowing - you HAVE to give way at the roundabout so you HAVE to plan on stopping.
It would only be 40-30-20-10-0 if there is traffic on the roundabout. You have to plan to be at 0mph at the roundabout, but observationmay show a gap you can get into. the approach is more likely to be 40-30 - go.

Yes, roadspace is being wasted. I found teaching the correct way to use a roundabout to be the most rewarding part of being an IAM Observer. Nearly all drivers I observed approached roundabouts too fast. This excess speed diverted their observation time to the car ahead, and dealing with slowing the car. Perfectly safe gaps were missed for several reasons, but the main one was the driver having less time to work out if they could fit into a gap.
I used to ask them to plan on stopping 20ft before the roundabout. It was magic to hear the drivers comments, as they were able to pick out gaps and merge into them easily. Slower into a hazzard very often means faster through it.
