There is a good chance that it is. BNSF owns 2,485 Trucks, and employes 6,363 Truck drivers. They are registered as an interstate carrier operation (which means they trucks travel outside of the sate with their loads, if it were in state they would be intrastate, note spelling.) Generaly they carry: General freight, Metal: sheets, coils, and rolls, Logs, poles, beams, lumber, building materials, Machinery, large objects, Liquids-gases, chemicals, & pbuttengers. Which means that some of their "Trucks" are actually Busses. This is the record of their Trucking offspring, and not of their trains. Their train records are incredible.
now what's the reason that they use trucks... oh, I don't know... could be that they have finally admitted that trains can't do it alone, and they realize that if they don't own a few trucks they are going to loose revenue.
If they need more trucks, BNSF surly has the cash to buy as many as they need, and I'm guessing that they have all the trucks that they need for what they use them for. They are big buisness, they have been in business long enough to know how transportation and logistics work. They know that *ALL* freight can't be completely moved long haul with out a truck being involved. That is why they are in the long haul (interstate) trucking business. And that probably explains why a terminal is being built by BNSF.
