The big problem here is the fact that rails are not more efficient.
Given the number of railcars that are being spoken about, it would still require a high number of replacement technicians to be on staff everywhere on the continent. They would require an office and warehousing for the parts then a means to transport themselves to the job site, oh wait they can't take a railcar, because there's one (at least) blocking the tracks. That means that they will have to drive themselves and possibly require the parts to be trucked to their location to facilitate the repair.
Governments can take property that they want, and give what they feel is "fair market value" for that property. They "might' feel that your property is worth 5¢ on the dollar. Are you saying you woulr be fine with that?
Not going to happen. I for one will not travel in any way that I am not in control of the vehicle.
Long before you see "Rails America" in existence you will see transporters (from Star Trek) in use, with trucks bringing goods to the transporting stations for delivery around the world and beyond.
