I ride everyday on such a road and hit 40 mph on the descent.
There is no obligation to keep up with traffic. Busses here stop to pick up pbuttengers and completely force traffic to stop. A bicyclist at worse compels slowing to his speed momentariy.
I knew the issue of licensure would come up. It always does.
If legislatures want to require licenses of bicyclists then they certainly can. But until they do, bicycle use on the road is not so constrained.
Isn't that great? You should take advantage of that. Do you turn down rebates or tax credits or other advantages too?

Quite incorrect. A bicycle is a vehicle with operating reqirements of a vehicle. Bicyclists have nothing in common with pedestrians except human power, which you seem to want to marginalize.
Motorists are allowed to travel at the speed limit only if condtions allow. But there are many conditions where going slower is required. A bicycle or other slow driver such as farm equipment using the road may be one of them. Congestion is another. Poor weather conditions is another.
I know you selfishly like bicycle containment areas, but you should get over that. Also, you should think of bicycles as traffic. That would put you in line with the law. If the stupid bike lane stripe didn't exist, then you wouldn't have to complain about bicyclists spilling over it. So join me in lobbying for removal of bike lane stripes.
