First, realize that bike lanes are substandard width lanes that discriminate against bicycle drivers.
Second, I doubt there is a minimum posted speed limit, and if there is, it is likely that bicycle drivers are exempt from it as would other legitimate slow traffic.
Third, the bicyclists aren't reckless. They are simple using the road. You are adding hyperbole.

That's a joke. Motorists "share the road" by using the bicycle driver's lane to pbutt rather than fully changing lanes. What is the advantage to the bicycle driver when the motorist encroaches into his lane?
The "share the road" sign is a crappy attempt, a supplemental plaque to the bicycle warning sigh, to make motorists aware of the presence of upstream bicyclists. It doesn't really mean "share."
Again, bike lanes are a motorist invention to contain those pesky bicyclists off to the side at the worst part of the road. They aren't an operational benefit to bicyclists.
