So for an unrespected law to be complied with it needs a significant penalty behind it? What about a small penalty but a BIG chance of getting caught?
So you respect the spirit of most laws, including motoring laws? Is it an "intelligence" thing. Thick people need more laws because they cannot think it through for themselves. The more inellecturally gifted must tolerate the imposition for the sake of harmony?
