It was illegal and it was inconsiderate to following road users because the driver could have instead, chosen a lane, found somewhere safe to stop and consulted a map or asked for directions as I and other posters would have, and have, done - all with out behaving illegally or inconsideratly.
Sounding their horn in such a manner was also illegal and akin to road rage.
I've merely shown you the relevant law.
What a stupid comment. Not being a judge or police officer doesn't stop someone from knowing when the law is being broken. The law is published precisely so that people can be aware of it, and so they can't use the 'but I didn't know' line as a successful defence.
If you don't believe the circumstances the op described, then post your evidence.
