That's not the reason. Nobody needs to drive to the 12th street redline station. The red line is CTA 'L'. It doesn't make any sense what so ever to drive there. The reason that area is permit parking is probably because it's a newer development and that's all. The people moving into chicago proper are main cause of this disease. They are peeed that they cannot have the expectation of the same street parking every day like they did when they lived in northbrook or whatever suburb or corn field town they came from. On state street it's solider-field events only and my guess it's the same on next street over.
When the available parking is decreased, it does. That's what the permit parking does.
Because there are empty spots one cannot use and more people are fighting for the few other spots.
