Sure it does: how much does it cost to park your car downtown all day? Some people would rather park it for free and take the "L."
I've lived in plenty of newer developments; the only one that required a sticker was the gated community.

I never had a garage or even an off-street-reserved parking spot the entire time I lived in Chicagoland. I had to fight for parking on the streets every single day. It was a complete pain in the butt!! And it was even worse on Snow Days, because one half of the available parking suddenly becomes unavailable and you have to park even farther away from your house.
BTW, if you think about it, the city sticker is no different than the resident sticker's you're complaining about - you muist be a resident certain times unless you display the sticker.
That buttertion remains to be proven.
