Not really. As someone who has spent roughly half his adult life in London and the other half in other parts of the UK, I would agree that London != rest of UK.
And certainly in cities like Oxford, York, Cambridge, Manchester, Bristol etc, a very high proportion of the cyclists are *students*, most of whom will not be contributing a great deal of tax at that stage in their lives (although obviously many do have to hold part-time jobs down these days and pay tax on it once they earn above a certain threshold), even if they do go on to pay more taxes later on in life. But by then most of them will be car drivers.
But I must admit your claim that cyclists are generally in the higher earning brackets is a new one on me. Generally speaking, most people in higher management jobs not only have a company car but are even given parking spaces (and have their Kengestion charge paid for them) in London to encourage them to use the things to commute.

I do appreciate, though, that ASBOs driving around in untaxed chavmobiles aren't contributing very much while middle clbutt cyclists may well be contributing in other ways that may make up for their free use of the roads. It's a shame there is currently no way of quantifying it either way.
