I've explained elsewhere in this thread (my messages should be visible on google groups if you can't find them locally. I haven't posted that much on this thread, so it should be quite easy to find).

Not in the general case. For offences such as speeding, maybe - it's very easy to catch a sufficent number of people to cover costs. Number plate enforcement obviously has to be human-based, so you can't cover costs - as is evident by the current lack of enforcement of the law. Insurance enforcement either requires an expensive automated system or expensive human time, so won't pay for itself either.

I used to do a commute just like that - 11 miles down a busy A road. Entirely practical - the only reason I don't do it any more is my job has moved.

I'm not entirely sure what your comment about meeting psychotic drivers is about. Could you explain further?

See above. The mechanisms required would reduce the number of cyclists on the road, which makes motorists less aware of the presence of the remainder.
